Why it matters: The bootstrap mirrored many FIN RMAs into FINplus, but not all - which is why some counterparties still won't flow on Day‑1.
* What carried over: Active bilateral permissions that mapped cleanly to FINplus profiles.
* What didn't: Expired RMAs, non‑reciprocal pairs, wrong BIC8/11, entities without a FINplus profile.
* Where you'll stall: "ISO‑ready" counterparties who never exchanged FINplus RMAs (or only one side did).
* Fix it fast: Run an RMA compare (FIN vs FINplus) → chase missing pairs → log approvals → retest pacs.008/009.
